Export New Hire Process (Exports and HR)

Process initiated by CIRES HR (Janet or her back-up) when a hiring manager is ready to submit a verbal offer:

This outline formatting got changed by the CIRES Connect system

  1. CIRES HR (Janet or representative) connects with international job candidate when hiring manager requests a verbal offer.
    1. CIRES HR connects with candidate to understand their visa needs.
    2. CIRES HR asks the candidate to certify at that time: Do they have any foreign appointments – paid, unpaid, or honorary?

i. If no, then no further information is needed outside of what’s identified in item #2.

ii. If they answer yes, then the follow-on question is: Please identify those organizations and the candidate’s affiliation.

  1. CEC will consider this information as part of their preliminary review.
  2. CIRES HR requests preliminary export controls review from CIRES Export Controls Team
    1. CIRES HR representative emails the CIRES export controls email
    2. Draft standardized email subject line:  “Last Name – Scan for New Hire”
    3. Include

i. CV

ii. Position description

iii. Affiliation information from item 1b.

iV. CC to supervisor of the position on the email

  1. CIRES Export Controls (CEC) Team Review
    1. Green Light – no problematic items identified by CEC

i. CEC informs CIRES HR of no problems. 

ii. CIRES HR Recruiting notifies hiring supervisor they can extend the verbal offer.

iii. After the candidate accepts the verbal offer, CIRES HR Recruiting initiates the background check and the rest of the hiring process which includes a written offer letter to be routed for signatures. 

iv. After Janet receives the fully signed written offer letter, and has the rest of her visa items ready, she will submit the DS2019 request.

v. A part of the DS2019 request includes the OEC official export controls review process. Any issues that come up at this step, resulting in failing the export controls review, will mean we need to work with CU legal to rescind a written offer letter.

  1. CIRES HR will track the OEC review timeline so that we can revisit this process if timelines are problematic. (Janet or her representative)
  2. b. Red Flag – CEC finds concerns upon review of candidate’s materials

i. CEC escalates the concerns to campus Office Export Controls team (OEC) for further review/consideration.

ii. CIRES HR does not move forward with verbal offer until OEC weighs in on their findings. 

  1. This will delay the verbal offer or potentially result in not issuing a verbal offer.

iii. Upon review, if OEC determines that the hiring process can move forward, CIRES HR will resume the process, starting with item 3.a.ii.
